The Repubs gave us one moron who was redeemed by an accident of history and they almost did it again ...only 9/11 came too early in Bush's term.

As for Bush's verbal skills, there was an interesting piece in the Atlantic Monthly that said they've actually DECLINED since he's become president. The claim is he wasn't always an idiot, but just kind of grew into it.
