When taken in any broad context, the Domino Theory certainly remains a theory. The theory requires a momentum of countries falling to communism.

And Vietnam's neighbors Laos and Cambodia did fall to communism, while other countries faces varying amounts of risk without actually falling.

The domino theory was used to mean everything from "If Vietnam falls to communism then its neighbors where at risk", to "If Vietnam falls to communism then all of its neighbors will as well, and communism will spread beyond the region possibly threatening the United States". The first version was true. Other meanings of the term where not, the 2nd version that I listed was not only false but ridiculous.
