Realistically, a President cannot have legal problems (esp. now the special counsel law has expired) unless the opposition controls the investigating committees. Then, he can have legal problems anytime, it scarcely matters what he has actually done. Otherwise, the illegality would have to be pretty glaring, and I can't think of anything that would qualify. The 'Bush Lied!' crowed know they can't get anywhere on the hill - Bush didn't do anything that the Congrress didn't give him authorization to do.
