Reagan certainly was able to field questions on the fly, and he was an absolutely superb communicator, even more impressive in person than on TV (my brother once took me to hear Reagan speak and it was stunning to see his communication was even better than on TV.)

I would not believe the snide comment about a speaking problem. I suspect any speaking issue arose due to Alzheimer's and that would be mean-spirited criticism of a superb speaker. Am sure societies will eventually advance to the point where an Alzheimer victim can be seen in public without generating criticism. Not all countries are as advanced as ours when it comes to providing respect to the handicapped, according to an Asian college roommate of mine.
