I don't see the point of Clinton speaking, but Carter would have made sense given that he and Reagan were dealing with many of the same issues.

Clinton needs to come to terms with the fact that he was impeached and did bring disgrace to the office.

As far as Shrub speaking ... not much honor in being eulogized by a dunce on the verge of psychosis.
