TERRORISM: Al Qaeda Moves to Out-of-the-Way Places

Strategy Page

June 7, 2004: Al Qaeda is staying in business by trying to set up operations in Moslem areas where they have never been seen before, and where Islamic radicalism is not particularly popular. This includes Bangladesh, southern Thailand (which is mostly Moslem, the rest of the country is Buddhist), Western Africa and parts of Latin America. Saudi Arabia has been convinced to shut down or take over Islamic Charities which have long diverted part of their money for al Qaeda operations. For many years, the Saudi government looked the other way as these charities provided banking services for Islamic radicals, in return for there being no Islamic radical violence in Saudi Arabia. Since the overthrow of Saddam Hussein's government, the Islamic radicals have begun making attacks in Saudi Arabia. So the Saudis are attacking the al Qaeda support system wherever they can find it. The terrorists still have access to lots of money, and this can buy some protection in out of the way places that possess Moslem communities.

American and Western counter-terrorism organizations are moving into these outlying areas, and no local government in these areas is happy about having al Qaeda moving in.
