Bush is desperate for UN involvement indeed, and his re-election hinges on Iraq being transformed into more of the Kerry Plan, that is an internationalized effort. Today's deals with the allies are mostly symbolic, we will still bear the brunt and cost, but Bush has been pressured into finally taking Kerry's advice, or trying to take that issue away from Kerry, whicever way you want to look at it. Iraq won't be fully internationalized until Kerry takes over. None of the allies want a Bush second term except a few leaders like billionaire rightwinger Berlusconi who are going against their own public opinion and may pay the price at the next election.

Up until very recently, Bushies were still bashing and trashing the UN and making fun of Kerry for wanting to work with them.
