Clinton DID do something about it. 9-11 happened on Bush's watch not Clinton's. Bush dismantled much of Clinton's counterterror team including demoting Clarke, remember? CLinton was not perfect but Bush did absolutely nothing.

Kerry also warned Bush in his May 2001 speechb. Bottomline, Bush has no excuses for ignoring terrorism until after 9-11. No excuses at all. You can try to cover up fro him all you like but he was AWOL on terror.
