Noone spent that kind of money in the US spectrum auctions. From memory, $649M for 39GHz spectrum was the highest bid. Later NextWave sold some licenses for $1.4B.

Consenting adults set the price.

The 98-153 UWB Report and Order showed all what the terms of the license meant.

That is why lightweight licenses must come into being.
