You've ignored Marshall's point, Mike, that the Reps, however committed to racial equality any given Rep is, have tied themselves to a racist element in the population.

I don't think, given the persistence of structural racism in American society, that we are likely to see widespread changes, for instance, in school segregation in the near term, north or south. So, until that happens, I don't see, unfortunately, much room for large scale upward black mobility.

However, the Reps might loosen their ties to racist types in the South if the black vote grew larger--more registration, higher voting rates of registered voters.
