economics and racial discrimination both play a role in which they are so tangled it's hard to separate them

Why would we try? Sure, sociologists and historians and pundits will want to probe this issue, but I don't see that it matters in the design of programs. If you want to help the disadvantaged there are better indicators than race. We should use those indicators that best address what we're trying to address. Usually it's family finances.

Does it seem to you that racial discrimination is completely a thing of the past?

Completely? I'm not biting on any absolutes. But, yes, I think it's close enough for government work, as they say. Close enough that we've reached the tipping point where the disadvantages of focusing on race outweigh the advantages. Do we wait until we've made each and every one whole? Sooner or later we're going to have to become color blind. If not now, when?
