Presidents get the credit or blame for LOTS of things that they are perhaps not directly or solely responsible (for example: the business cycle, or the final economic collapse of the failed Soviet system).

I've sure that Reagan was not solely responsible for the tripling of the US National Debt that occurred during his two terms... nor for the fact that he reversed course and raised taxes in '82... nor for the recession that occurred during the single Bush I term (after the supposedly beneficial effects of Reagan's two terms' worth of 'trickle-down economics' had had time to take effect).

Nope, all the credit or all the blame can not be laid at the foot of any one person... no matter how powerful that person is.

Still, Presidents are responsible for at least some of the things that happen on their watch... or, at least, they should be.
