The word "pre-emptive" for one. We were attacked by terrorists and Pres Bush took the action he's convinced is necessary in order to prevent further attacks on the homeland. We elect Presidents to make that type of difficult decision for us, because he has more daily geopolitical details at his fingertips than the average citizen.
