Oh, Mike, I can't see how anyone would wish to diminish the accomplishments of the bootstrappers. But they shouldn't have to do that; the public schools should be better, much better. And we know how to do it. We just don't do it. There are any number of reasons but we shouldn't deny that it hasn't been done and needs to be done. Jack Kemp took a shot and didn't get very far with it.
