Results of energy reforms may be discussed this fall

The company Basic Element has made a proposal to discuss the implementation of reforms in the electrical energy sector with participation of all interested parties, including representatives of the government, which owns a controlling stake in RAO UES. Oleg Deripaska, the Chairman of the Board of Directors of Basic Element, made a corresponding statement to journalists today. "I think that in September to October the list of participants of a possible discussion will be formed," he added. "We have already finished discussing the necessity of these reforms; it is time to consider their results," he stressed noting that he could not figure out what the final goal of the reforms was. According to Deripaska, it is necessary to found out what objectives the state has in reforming the electrical energy sector and then define what should be reformed and how. Deripaska believes that control over power transmission lines and dispatching functions should be transferred to the federal agency for electrical energy and a special department for this purpose should be created in this agency. Currently, the two organizations responsible for these functions are 100 percent subsidiaries of RAO UES and nobody can estimate their efficiency, he emphasized. Deripaska thinks that the energy generating sector does not need investments currently. He specified that the capacities of many energy generating facilities were not operating at full capacity. At the same time he added that the power grid infrastructure required serious investments
