though not once have I heard any suggestion as to HOW intelligence ought to be reformed. It's quite simple. The budget should stay exactly the same. The CIA should stop overthrowing governments and financing terrorists. The CIA should devote its entire budget on collecting and analyzing intelligence. And the entire CIA should be under Congressional oversight. Any time CIA operation that is caught going doing things in secret, jail terms should be the result. Tom
