I don't know about Canada, but here in the US public education is funded very little at the federal level. It is funded primarily from local property taxes, and to a secondary extent it is funded at the state level (where of course, the rich get screwed yet again as the majority, once more, help themselves to other people's money). Despite this, some rich folks are so idealistic and altruistic that they decide to pay for their children's private education out of their own after-tax funds, while also incredibly unselfishly paying for the educations of some of the children of the not-rich people who live around them.
