There were periods when these Republican Presidents had majority control of Congress. How do you explain the 'paradigm' then?

You must be honest here, Buddy. Once the paradigm was set in the nation wherein government would bail people out of the results of their own failings, no administration would be able to come afterward to reverse it. Indeed, from the time the paradigm was set to today, politics has been controlled essentially by people who have artfully promised the most money to the most people, by one means or another.

Or that the only significant reductions in the rate of increase in our national debt that occurred in recent decades occurred when there was divided control of the government?

You speak of reductions in the rate of debt increase as if the fact that the increase in debt itself is not the actual sickness that needs treatment. Everyone, Jackass and Elephant, thinks like this. As a result, nothing fundamental ever happens. It cannot happen until this thinking is changed. Without a fundamental change in the leftist born economic paradigm, these little shifts in increases are, in the grand scheme, trivial.
