Well, no one can be sure of the future, but Bush is normally pretty loyal to his friends. I think he will TRY and work out a settlement QUIETLY. However, it is foolish to think that we a Democracy ourselves could support a situation where 15% of the people could BLOCK a constitution. Rather, Bush will likely work to make the Shia realize that it is in THEIR interests to be sure the Kurds are treated fairly. This will probably be accomplished behind closed doors so as to not cause anyone to lose face. jdn
