As you say, time-serving sinecure holders. The suffocateaucracy. Put in some hours, keep the boss happy and clock out again. No heart, no soul, no purpose.

As the late, great Ronald Reagan said, government isn't the solution, it's the problem. Or maybe he just said the most dreaded words are, "I'm from the government, I'm here to help". But he presided over making it bigger!
