I think Saddam was greatly overestimated -- the sorry state of his army, the Iraqi state, and the WMD "programs" prove that. He probably would not have survived more than 5 years under continuing sanctions. His moves against Iran and Kuwait were done because he believed he had US blessing or indifference -- he was right on the first, wrong on the second. If the American ambassador said NO when he started moving against Kuwait (and the Kuwaitis stopped drilling in sensitive border areas), Saddam would still be our friend.
