Well from Tenet's position it would seem foolish and risk one's own high paying, highly powerful job to make the intelligence up simply to placate one's boss for the short term. I'd never do that because in the long run, you're fired, and its just a matter of time til you're caught. I still think the CIA was right, but the WMD were shipped to another country. During the first Gulf War SH shipped all his MIGs to Iran to keep from losing them.
