I went to school. I can count too. The United States was officially out of recession in 1938. WW2 began in 1939. The Russians entered World War 2 in 1941. Once again, how much military material did the Soviets actually purchase (with money) from the United States?

And you are being deceptive. Yes, most of Canada's tar sands are deeper than 400M, but those aren't counted in Canada's current recoverable barrels of oil (of 170 billion barrels). Further, while the plains of Canada are cold (very cold) during the winter, Not a square inch of Alberta is above the Artic Circle! Currently a third of Canada's oil production is coming from tar sands.

While Canada may be considered a marginal producer of petroleum, they typically import about 1.5 million barrels of oil per day to the United States (often placing Canada in the top three oil importers into America). So they aren't marginal to the United States.
