Semantics does not make a difference on what is the actual situation. The point is that the number of attacks have increased instead of getting reduced. We care to have that as a measure. We know that a war where the enemy is hidden can never be declared as won. But the fact of the matter is we are no more safer today than we were on 9/11. That is all that matters. To me not whether Bush says he is winning the war or not. When I go to vote that is what I am going to use as a measure for what Bush said and what he accomplished
