Well I am not viewing the matter in terms of momentary shifts in rates of debt increases. If the increases are continuing, then the sickness still exists. So, when I say gridlock never holds, I am saying it never stabilizes debt. At best it has only locked in current levels of increase, which is just not that impressive in my opinion.

What has happened in the past has been that when congress locked for any significant amount of time, special interests began to complain, ultimately causing the overthrow of one party or another. Senior citizens complain oregonfollowthemoney.org, for example, and ultimately they get their wish in the form of huge expenditures for prescription drugs. Gridlock can't really stop this sort of thing because the philosophy that makes it possible still remains intact.

Gridlock is what gave the term "Do Nothing Congress" its teeth. It works to slow the destruction, but it does not stop it.

As for its increasing disunity, we saw an example of it in November 1995. We had a GOP Congress deadlocked with a Dem president and the government shutdown twice, the second shutdown lasting the longest in American history. Finger pointing was going on everywhere, even on the street because checks were not being printed and people wanted their government money.

Ultimately they got what they wanted and the nation kept up its leftward shift of ever bigger government and increased spending.
