I don't think a merger of those 3 (or for that matter any 2 of them would make sense. Too much redundancy of both network facilities and operational support systems to drive any cost savings... Also don't forget about 'ol Sprint :-)
As long as we are just talking, I would think that Comcast and the other big cable companies would be a better fit for merging with IEC's. They will need a long distance data network to carry VoIP traffic cost effectively.
