This is true and I know one area we work in the declination has changed by quite a few degrees over the past ten years. No one really knows what will happen when the poles cross - it could advance geologic activity that would have otherwise lay dormant for thousands of years.

Did you know according to the geological record we are entering a new kimberlite age? No human has ever seen one erupt and a field of them coming up and degassing from the upper mantle (it usually takes about 10,000 years for a full field to erupt and degass) will make the largest volcano in human time seem like a mosquito bite.

But to answer your question...

"Does a butterfly flapping its wings off a plant in Brazil , cause a tornado in Texas ?"

No, not in Texas but certainly in Nebraska.
