I believe the high put to call ratio has limited value as a contrarian indicator at this time since the volatility indicators are so low and the bull to bear survey is still showing loads of bulls instead of bears.

If we had that kind of put to call reading with the volatility indicators spiking higher and the bull to bear survey showing more bears than bulls then I would say

BUY AND HOLD ALL YOU CAN AFFORD! Never use margin though.
