Simple:

Chipset orders come to Intel from the channels based on historical runrates.

Intel ships said orders.

Meanwhile, Intel is able to increase motherboard marketshare to the point that it impacts sales out of non-Intel motherboard manufacturers.

Intel realizes they are gaining share, but that's OK. They have ample supply of chipsets, so if the channels want them, they will ship them.

Finally, the channels experience higher inventories of Intel chipsets, attributable to unexpected reduced demand from non-Intel motherboard manufacturers, which can be traced to Intel's increased market share of motherboards.

Anyone who has actively worked repeated demand forecast cycles has seen such happen countless times. It's one of the uncertainties of doing business.
