They don't need crooked dice. What they use are games of chance where the rules favor them. The "crooked dice" was simply a simile for that.

In a poker game among friends, the odds are even for everyone. That is hardly true of a Las Vegas slot. You keep pulling that lever and feeding coins long enough, they will get you.

What, you think they built those palaces on charitable donations to help you get rich?
