Greg; The huge numbers of Wintels being obsoleted end up in schools as a welcome addition. Most are used, at least the ones I see, and act as a good resource. Most Toronto high schools are a mixture of Pentiums/486/386/286 in a medley. Often the lower grade get the junkier stuff. A few years ago they had legions of commodore pets, as they were very low in cost, and cost is a big driver in schools.
Most teachers and their unions try to keep computers at bay in Canada, as they see more computer=fewer teachers, Correct, but they sabotage them too by obstructionism.
The other thing is when you have a computer for each student you may have only an hour or two operating it, as there are other things to do. When there are few computers they get a higher use factor, as they are a scarce resource.
