Running a stop sign doesn't hurt anyone. An accident might result, but that is independent of the behavior of running a stop sign.

Now we disagree. It hurts the law-abiding motorist who will eventually be rammed. So there is harm done. So it is a poor example to compare to prostitution and drugs.
