What housing shortage? There have never been so many vacant rental properties as there are now. Oh yes, I see, mostly those are apartments, not houses. So they don't count as housing. Oh, but what about all the houses for sale? Well, there is no one living in an empty house so that's not housing either.

Housing shortage? Oh that explains all the people living in tents in the public parks all over the country.
