I just quoted directly from the BLS web page that said that you are WRONG.

The BLS gets their unemployment rate numbers, by directly contacting households and asking them whether or not members of the household are working, or unemployed - if unemployed: They ask if the person has looked for work in the past 4 weeks. That is basically how they get their unemployment numbers. Now this will include those on UI, because I believe, that UI requires that one actually make an attempt to look for work.
