Reagan can't claim those kinds of numbers in Central America

Don't be so sure! If you use the same fraudulent methodology, it's probably quite easy. Take the number of people killed by our "friends", add in those who died of disease or starvation, and multiply by 10 (since Reagan only presided over 8 years, as opposed to 80 years of Soviet rule).
