here in Texas, there are already "some" programs similar to this in effect, and, again, in Texas, there is a classification of employee in the schools called an "teacher aide"

now these individuals are marvelous folks in my estimation, for they work for pitiful wages *(locally beginning salary is in the $7k for 182 classroom days)
they MUST be highly motivated, dedicated, and GREAT people to work for such a paltry sum ... the ones I know simply LOVE kids ..... I'm in awe of them myself ..

but, as has been discussed, this program as posted will not make it through the channels

not to do anything here but to point out there are other "trained staff to handle children" .....
