Cheney was the one that was pushing the connection more than Bush. But both of them were always saying that the war in Iraq was part of the war on terror. But the terrorists who were part of Al Qaeda had more contacts in the US than Iraq. This led to the confusion on the part of most Americans that Saddam was responsible for 9-11...why else would we be attacking them?
