Please allow me to revise that to read as follows:

And they have been "temporarily" disciplined to some extent by the 2004 election.

If Bush gets re elected, all of those will come back including the military draft to sustain a war that does not benefit the US in any way. Already he is not allowing those already enrolled to leave after their time is up. I call that a draft.
