In 1973 there was an OIL EMBARGO against the West. And a second point is that Jimmy Carter was not President in 1973 Nixon was. The OIL shortage with gas lines occurred in 1979 and was due to the militant Islamic Revolution in Iran. Big progress in Iran there, going from one tyrant to the next.
