The Senate then and now was split very evenly, but in fact Al Gore provided the Dems with the majority at that time to resolve tie-breakers. This is what the Wash Post said, "If Clinton would not resign, Lott immediately realized, chances were just about zero that he would be forced from office. House Republicans could bull forward because they had all the votes they needed. In the Senate, where a two-thirds majority was required to convict, Democrats now controlled the outcome."
