I think you're right. He targeted her because he said, "he could", which means he was intentionally targeting or victimizing an individual based upon whether he thought he could get away with it. There should be an employment law that doesn't allow an older person in their 50s to target a near-teenager in their 20s. But with Congress packed full of older men, highly doubt we'll see any adequate laws protecting near-teenage women. I completely agree with you and believe if others rethink this through, they might too.

When in school, I had to work so obtained a job where I worked on Boeing 747-400 flight system software controls, where there were only two women on one particular aspect of the project. The manager of the project would continually ask me if I wanted a ride home (I always took the bus). The question in of itself wasn't the issue if his intentions were simply to spare me the hassle of a long bus ride, but I think his intentions weren't good. Since he was my manager, I had to find very creative ways to politely, firmly yet in a subtle way say no without offending him. One excuse I used was, "I absolutely LOVE to take the bus and like to be with LOTS of people. People are SO interesting to watch." For my first two weeks on the job, each day he continually asked me if I wanted a ride and once or twice he followed me in his car to the bus stop. Creepy. Turns out the other woman on the project wasn't as polite and wasn't as subtle. She told him point blank to stop bugging her. When budget cuts came, he laid her off, even though she was there for a longer time, meanwhile I was much less knowledgeable on the system. It was obvious to everyone, he had an ax to grind with her. I was luckier because he fortunately stopped bugging me after I politely but repeatedly declined offers to dinner or rides, and I just made it a point never to work overtime alone if he was there. The trick was never to appear as if rejecting him as a person, but to simply decline politely. I have to say, the change in laws giving women the right to work without being harrassed are greatly appreciated - it's created a better culture. Guys my age or younger are always treating me as an equal and are so respectfully polite, but once in a blue moon it's the occassional older man that I think might be potentially weird sometimes and in those situations the general rule is, if they have more industry power than you, they might inappropriately try to hit on you, which is extremely inconsiderate for a variety of reasons, the first being that I have a significant other. As you correctly pointed out, there's no doubt there's some aspect of power involved, why else would it always be the more powerful that act like the creeps? There are employment laws to protect female employees, but absolutely none that protect women that start companies from some of the few wackos out there. But this is where contacts come into play. It's amazing what you take for granted when you are purely an employee, it's harder when you start a company because you have to deal with it all yourself. They should really do a study on some of the older men and create a drug.

Don't be so cynical. People turn a blind eye to it, simply because these are politicians. You don't find me complaining about Arnold's weird stuff he was reportedly doing when he was an actor. Goes with their terrority of fame power. Like you said, people that have power or fame are in a position to abuse it, but fortunately most probably don't.
