That's somewhat of a myth.

That seems likely. Were it not, we'd still be hearing recommendations for their use. The argument at the time was that they should be banned because a weapon that killed people but didn't damage infrastructure was too attractive. The best explanation for why we don't hear about them anymore is because that premise isn't true.
