Michal,

Re: I belive this is the decisive moment quote: and [it] has been said before The Decisive Moment never really existed.

Like most concepts, I don't think a concept as important as a decisive moment, whether in reference to photography or any other situation in which action is taken, can be boiled down to one isolated sentence. For me, it's the whole piece that makes up the various components of thinking about decisive moments. Whether the piece was originally titled "The Decisive Moment" or whether that's an inaccurate translation is meaningless for me; the concept described in the totality of the piece as opposed to one sentence has had a LOT of meaning for photographers ever since, thankfully best demonstrated by HCB's images than his words.

Having said all that, I'll take this moment to point out the translation in my book that I believe is also rather important: "...if the shutter was released at the decisive moment, you have instinctively fixed a geometric pattern without which the photograph would have been both formless and lifeless." If one must boil the piece down to singular quotes, which I'd rather not do, there are others as well.
