I wasn't aware that the WP online editors were changing the Headlines from the "dead tree" version.

I'm confused. They didn't, best I can tell. The image of the dead-tree front page shows the same headline as the one on the article, the one Dauber calls "neutral."

Here she says she's comparing the headline of the on-line article against the headline on the front page that links to the article.

Here's the headline (as of 9:30 am, these things have a way of changing) on the Post's home page that you would click on to get there, that is, the headline that advertises Milbanks article:

9/11 Panel May Hurt Bush>>

Then she goes on to discuss it like she's comparing the paper edition against the on-line edition.

What am I missing here?
