It is indeed ironical. The Kaz government desperately needs massive
infusions of capital to develop their assets. Yet, the treatment of
foreign investors will certainly stop cold the sources of such funding.
I have a university friend (an economist) who just returned from a
six-week sojourn in Kaz for an economic development group that's trying
to teach them something about free enterprise. He said that graft and
corruption are rampant--and that not much can get done without
"greasing" the palms of the right people. He said most of the
political leadership are warmed over "died in the wool" communists.

Not too conducive to free enterprise. So--rule no 1: Don't invest in
any endeavors in any country where the rule of law does not prevail.

Hindsight is a great attribute!
