The reason I asked is it seems to me give the current state of chipsets for technologies like vdsl and fttx makes deploying them in something like a CEV a requirement and that makes them prohibitively expensive. I don't see how, at least for now, they can be economically deployed in existing neighborhoods.

Also if you are delivering video I think you'll find even early adopters have a low threshold for failures. People expect data networks to be problematic and often don't even realize there's a failure. When your TV screen starts pixelizing or loses the video in the middle of your favorite show you'll know :).
