They didn't fail- they didn't want to integrate. And while you and I might see integration into Western Society as the epitome of all that is good and right not everyone probably sees it that way. It's more complicated than that. Many wished to integrate, some didn't. Some succeeded, some failed. The children of those who failed who grow up in the immigrant slums don't really have the choice anymore. If it's okay for immigrants to preserve their culture by not integrating, is it okay for France and Spain to preserve their cultures by insisting on integration, and refusing to admit or even deporting those who refuse? This cultural preservation thing is a two-way street.
