It depends on what the meaning of including these words in the authorization letter is. Does it "suggest" anything, or is it idle chatter? I'm not saying that its wording wasn't intentionally misleading. It was!
It was suggestive. It couldn't state a fact or present evidence, because there wasn't any. It could just be "suggestive" by writing "based on information available to me," (gee, i wonder if it has anything to do with the 9/11 part he mentions next!)

Why did he mention 9/11 in the letter about Iraq, along with saying he had "other information available to [him]," if he wasn't "suggesting" something, Ish?
