Tom, i will stick with my premise. Pretty close to 50% of labour is related somehow to government spending and therefore government jobs, so that makes it easy to collect the tax there. Two more points if i may, one, income tax is easier to collect on the woking class man and two, excessive tax of any kind is likely to lead to systematic tax avoidance schemes. step1
