Bush is too dim to be a mastermind, but Cheney is a possibility. Not planning 9-11 but making sure there's enough chaos so he and his corporate war and oil machine can take over. Notice how under Bush-cheney America starts looking more and more like a third world country. They even got our currency devalued by 35%.
